After doing some first toe mobilisation towards achieving a minimum of 50 degrees extension (dorsiflexion), the quadruped position with toes tucked under, permits a passive reinforcing mobilisation. Couple that with lifting knees slightly off the ground to get active static stability of the first metatarsophalangeal joint. Moving forward and backwards in a bear crawl provides dynamic stability motor control of this joint to lock in the mobility gains with control.
