As far as calf exercise goes, the heel raise, or calf raise, deserves less credit.
Moving a part of the body is not a strength exercise. Moving it repeatedly is not a strength endurance exercise. It's called control of the motion you have at the ankle. Or motor control. Or movement. Now, if you add load, that's loaded movement, and there's a stimulus for development. So, repeatedly going up and down and calling it a strength exercise is narrow.
